Annual Meeting

April 17, 2006

I.                 Members in attendance signed in and sign in was accepted as roll call.

II.            The Members in good standing By-Law was read by Sherry Jones to make all aware that in order to be eligible to vote the member had to be caught up on all dues and that only one vote was allowed per household.

III.       State of the Association was presented by President Mike Kratz

A.      Cost saving efforts included

1.       maintaining parts of our own flowerbed by mulching  ourselves at a cost of $160

2.    Bidding 4 landscape contracts to find best value

3.    Meeting at homeowners houses saved $150

4.    Reading water meter weekly as a way to monitor the irrigation system for leaks and incorrect settings

5.    Mailing letters ourselves as opposed to paying $9 per letter to Excel Management

6.    Mailing 11 violation letters saving $9 per letter

B.       2005 Expenses were shown. They include:

1.      Landscape $7,200

2.    Legal $2,767

3.    Water $2,237

4.    Management $1,800

5.    Insurance $2,151

6.    Flowers and Trees $3,682

7.    Irrigation and Electric repairs $1,957

8.    Socials $650

9.    Electric bill $231

10.            Copies and postage $328

11.  Tax prep & auditing $610

12.            Web Hosting $56

C.       Covenant Compliance Effort

1.      Basketball hoops 5.15

2.    Cars parked long term on Street 5.25

3.    Un-maintained yards 5.7, 11.2

4.    Boats and trailers driveway 5.25

5.    Implemented non-compliance fine of $20/day 7.3.2

Total violations notices sent in 2005=11

D.      Accomplishments of the HOA are

1.      Horton re-graded the creek at their expense

2.    Did not raise 2006 dues

3.    HOA got insured

4.    Planted 3 new live oak trees & replaced 4 crepe myrtles

5.    Reworked flower beds

6.    Made a new Champion Lakes sign

7.    Hosted a summer and fall party that were well attended

E.       The board was not able to lower dues for the following reasons:

1.      The association had to pay more legal fees due to delinquent accounts

2.    Irrigation and electric repairs

3.    Increase in landscaping cost due to new contract

4.    Increase in delinquent accounts, 26 out of 92 homes are currently delinquent

a.     19 homes have paid nothing

b.     3 homes have made partial payments

c.     4 homes are in foreclosure
